I created him while messing around with MVPedit
Add him to your team by MVPedit>file>import>players
aim as high as you can, hold to charge pitching meter then don't press anything, it will always falls into the strike zone
you will need to throw strike three to first, so make sure your catcher has good arm
sometime the catcher couldn't caught the third strike, return to sim option then press play again if this happens
 
here's the tutorial if you want to create your own
in MVPedit find a pitcher, add pitch spiltter, change trajectory to drop, movement to 0, then go to file>export>players and export him
open the exported file with a texteditor(i use notepad++), use ctrl+f to find two unused numbers
go back to MVPedit and change control and velocity of his splitter to the unused numbers you find and export the player again
(example: you use ctrl+f and found 94 and 93 isn't anywhere in the file, change splitter's control to 94 and velocity to 93)
in the new exported file find the new value of control and velocity (94 and 93 in prior example) change it to -1 then save and import to your MVPedit
some delivery style will impact the result, submarine work fine for me, test first if your pitcher has other delivery style
