you're talking about divx, xvid or avi files correct? try a site like this: http://www.divxsubtitles.net/ find the subtitle file. make sure it is named the same exactly as the movie file (with a different file extension though) then drop it into the movie folder. if the movie isn't in a folder then create one and drop them both in there. now when you play the movie it will display subs- just make sure you have the subs option enabled.

the above site is just one of many. use google for other subtitle sites and you can probably find subs for just about any movie -even more obscure ones. i'm assuming since you have french films you like more obscure foreign titles. which i do myself. anyways point is no matter how obscure the title i have always found subs somewhere on line.

hope that helps.

edit - here is another site that has a few subtitle sites on it for you: http://www.divxmovies.com/subtitles/. google terms like divx (xvid, avi) subtitles. all the sites should be free some require a free account creation. i've never paid for a subtitle and never been spammed. i can't remember offhand which site is the best as i rarely watch movies on my pc anymore. my dvd player also handles divx files so on the rare occassion i do dload a divx instead of a dvd i burn to cd and watch on tv.

i would think just about any vid card in a pci-e slot would do what you need. as for burning the discs to watch on your tv. you would need to convert the avi, divx, or xvid files to dvd files. you can do that in say nero. but you will need to research how to go about getting the subtitles to work. sometimes it's tricky.

you can also get a dvd player that will handle divx files. i have a yamaha but i think there is a philips one out there that is pretty cheap. cool thing about a divx enabled player is that you can just burn the file to a cd-r and watch it rather than waste a dvd. or you can fit 5 or 6 divx titles on one dvd also.
